Function:

The Senior Anti-Money Laundering (AML)/Fraud Investigator will collaborate closely with the BSA Officer and Assistant BSA Officer to ensure compliance with the Bank Secrecy Act (BSA), Anti-Money Laundering/ Countering the Financing of Terrorism (CFT), Office of Foreign Assets Control (OFAC), USA Patriot Act, Customer Information Program (CIP), and related laws, regulations, policies, programs, initiatives, rules, and reporting requirements. Also ensuring compliance with Identity Theft Prevention and Red Flags laws, regulations, and policies. The Senior AML/Fraud Investigator will monitor financial transactions, identify suspicious activities, investigate potential money laundering or fraud, and ensure compliance with applicable laws and regulations.

General Duties and Responsibilities:

  1. Adhere to internal policies, procedures, and external regulations while performing duties, maintaining awareness and knowledge in BSA, AML/CFT, OFAC, CIP, Information Security, Privacy, and applicable laws.
  2. Review fraud detection and BSA software and internal BSA reports. Examine various daily and monthly fraud and BSA reports and alerts. Monitor, investigate, and document incidents of fraud related to customer accounts, internal fraud, check fraud, debit fraud, identity theft, account takeovers, and other current fraud trends using Verafin software. Interact with law enforcement agencies as needed.
  3. Creates cases in Verafin for all types of suspicious and fraudulent activity. Conducts full case investigations, writing narratives, and creating Suspicious Activity Reports (SARs) in Verafin. Serve as a member of the Bank’s SAR Committee, maintaining documentation.
  4. Serves as the main point of contact regarding fraud activity and determines any fraud trends within the bank. Assists various departments in verifying fraudulent activities and conducting research to make informed decisions regarding check holds or other potentially fraudulent transactions. Provides clear and informative support and solutions to all departments concerning any fraud situations that may arise.
  5. Acts as a central point of contact for reporting all cases of elder abuse for the bank. Responsibilities including contacting and reporting elder abuse cases to Area Agencies on Aging or Adult Protective Services, documenting the account information, creating formal cases in Verafin, placing holds on funds when necessary to prevent losses, contacting victims to provide assistance, and filing SARs when applicable.
  6. Communicates with internal staff and external customers to ensure the appropriate information is available to all parties, and that instances of fraud are being handled in a consistent manner.
  7. Tracks, monitors, and mails all accounts closure letters related to fraud or BSA cases.
  8. Perform enhanced due diligence reviews and risk assessments to identify high-risk accounts.
  9. Coordinates, when assigned, response to any search warrants, subpoenas, summons, tax levies, and garnishments received by the Bank and represents the Bank in court on cases involving fraud.
  10. Supports the BSA Officer and Assistant BSA Officer with reporting responsibilities, including filing CTR Reports, clearing OFAC alerts, handling FinCEN 314(a) reports, responding to 314(b) inquiries, and managing assigned BSA alerts in Verafin.
  11. Maintain strict confidentiality in compliance with QNB Bank practices and regulatory requirements.
  12. Completes assigned compliance training in a timely manner and demonstrates ability to apply training to their duties and responsibilities. Participates in ongoing training to stay updated on current fraud trends and applies this knowledge across all aspects of the job.
  13. Assumes other job-related duties as assigned.

Required Training, Experience, and Education:

  1. Strong background in fraud investigation with a proven track record of identifying and mitigating financial crimes.
  2. Bachelor’s degree in criminal justice or a related field, or five years of experience in fraud investigation within the financial services industry or regulatory agency, with a focus on AML compliance.
  3. Advanced understanding of all regulatory requirements related to fraud investigations, including BSA, AML/CFT, and Gramm-Leach-Bliley.
  4. Previous experience managing High-Risk BSA/AML programs; experience with MSB’s is preferred.
  5. Effective verbal, written, and interpersonal communication skills, with the ability to instruct others, train personnel, write reports and correspondence, and clearly communicate with customers and employees.
  6. Demonstrated leadership and supervisory experience.
  7. Ability to take initiative and prioritize tasks; strong time-management, organizational, multitasking, problem-prevention, and problem-solving skills.
  8. Strong analytical skills to organize, group, or categorize information and draw valid conclusions from data.
  9. Excellent MS Word, Excel, and PowerPoint skills.
  10. Valid Driver’s License.

Desirable Knowledge, Abilities, and Skills:

  1. Audit, College Criminal Justice courses, or law enforcement background.
  2. Working knowledge of BSA and core banking software.
